“For over 20 years the Lord’s Resistance Army has blighted the heart of Africa. Led by the odious Joseph Kony the LRA remains a murderous band of criminals preying on civilians, targeting women and children and terrorising communities across Central Africa. But an end to this scourge is in sight. The concerted efforts of the affected countries, the African Union, the United Nations and other partners, have substantially weakened the LRA. Permanent eradication of the threat they pose is now within our reach, but that can only be achieved through sustained focus and by creating and consolidating security and stability in the affected countries.”

“As requested by the Security Council, UNOCA is coordinating the implementation of the regional strategy to address the threat posed by the LRA. The challenges of doing so are numerous, however, perhaps the most urgent step revolves around the need to promptly finalize the LRA programmatic document and mobilize sufficient resources for its full implementation.”

British Ambassador Philip Parham today (18 December) said the Lord’s Resistance Army (LRA) “remains a murderous band of criminals preying on civilians, targeting women and children and terrorising communities across Central Africa,” but that “an end to this scourge” was in sight.
Parham was addressing the Security Council as it met to discuss the current efforts to combat the activities of the LRA.
He commended the concerted efforts of the affected countries, the African Union, the United Nations and other partners, which “have substantially weakened the LRA,” putting “permanent eradication of the threat they pose is now within our reach.”
The ambassador said this “can only be achieved through sustained focus and by creating and consolidating security and stability in the affected countries.”
Ambassador Jeffrey DeLaurentis of the United States noted that his country, in partnership with the African Union and the UN, was taking action to provide “wide ranging support to regional efforts to counter the threat posed by the LRA.”
He also expressed support for the indictments brought by the International Criminal Court (ICC) against LRA leaders Joseph Kony, Okot Odhiambo and Dominik Ogwen.
The United States deployed 100 military advisors to the region in 2011 in order to train, assist and provide intelligence to help combat the LRA.
Presenting the report of the Secretary-General Ban Ki-moon, his Special Representative for Central Africa, Abou Moussa, said the United Nations Regional Office for Central Africa (UNOCA) was “coordinating the implementation of the regional strategy to address the threat posed by the LRA.”
Moussa said the most urgent challenge for his office “revolves around the need to promptly finalise the LRA programmatic document and mobilise sufficient resources for its full implementation.”
The programmatic document was an outcome of a United Nations and African Union (AU) meeting that took place in March in the Ugandan city of Entebbe to come up with a comprehensive regional strategy on combatting the LRA.
