“The North Korean test seems to be imminent. Obviously, there are very busy activities going on the Punggye-ri nuclear test site and everybody is watching”.

“I want the Security Council take a firm and strong measures and actions vis-à-vis North Korea’s planned nuclear test. North Korea has time and again violated the resolutions of the Security Council so many times. You may recall that in 2012 they have conducted the missile test twice in eight-month span. Well, in January the Security Council has passed the resolution which is very strong. Now they are talking about some kind of threat at
anybody who joins the sanctions would be retaliated with fire. So, under these circumstances, this has several implications. First, it constitutes a serious threat to the security and stability of the Korean peninsula, North East Asia and other area. We cannot sit idly by and do nothing vis-à-vis some devastating provocative actions done by North Korea. Secondly, this is a serious defiance to the non-proliferation system of the world. Thirdly, this is the serious dangerous attempt to undermine the authority and credibility of the Security Council”.

South Korean Ambassador Kim Sook said today (4 February) that a nuclear test by North Korea was “imminent”.
Briefing journalists at the United Nations in New York on the Security Council’s programme for the month of February, Sook who holds the presidency for this month also noted that, “there are very busy activities going on the Punggye-ri nuclear test site and everybody is watching”.
Asked by the reporters whether Republic of Korea would like to see the Security Council imposing additional sanctions on North Korea, Sook speaking in his national capacity, said that he wanted the Security Council to take “firm and strong measures and actions vis-à-vis North Korea’s planned nuclear test”.
He stressed that, “First, it constitutes a serious threat to the security and stability of the Korean peninsula, North East Asia and other area”. He added that, “We cannot sit idly by and do nothing vis-à-vis some devastating provocative actions done by North Korea.
Sook pointed out that North Korea had violated the resolutions of the Security Council “so many times” and reminded that in 2012 North Korea conducted the missile test twice in eight-month span.
Last December the Council adopted sharper sanctions on DPRK, including travel bans and asset freeze. The Council also called on Member States to exercise “enhanced vigilance” in preventing the transfer of funds related to the DPRK’s nuclear weapons and ballistic missiles programmes.
It also directed the UN sanctions committee dealing with DPRK to issue notices when vessel operators refused to undergo inspection for cargo being imported into the country for those activities, and specified how States may dispose of embargoed items when they are confiscated, among other clarifications.
