Storyline

This is Camp Amboko, a refugee camp in southern Chad built ten years ago by UNHCR.

Conflict in the Central African Republic has driven thousands across the borders to escape its horrors.

Kaltouma Doudou lost everything when rebels attacked her village.

Her grandparents were killed before her eyes.

SOUNDBITE (Arabic) Kaltouma Doudou, CAR refugee:
"They shot at us. We were so scared and knew we could not stay here because they would kill us too."

Kaltouma is one of the 32,000 refugees who came to this region in southern Chad.

She made a life in the camp, three of her four children were born here.

Her outlook was bleak until the European Union put in place a program to help refugees in Chad become self-sufficient.

With that funding, Kaltouma got a patch of land. Then she bought seeds to grow salad.

SOUNDBITE (Arabic) Kaltouma Doudou:
"In fact to work in the garden is very hard, but it really helps me because I take the salad to the market to sell and it helps me to have more food."

Developing agricultural resources is a key priority under the EU "socio-economic integration" program.

Germaine Madji received 115 euros to start a small business.

She sells her peanut soup at Camp Gondje's market.

Half the refugees in the camps are women many have become farmers and entrepreneurs. They've also organized themselves into co-operatives.

Under the EU program, the women give part of their earning to support other refugee programs.

Local Chadian who live among the refugees also benefit from the farming program.

The soil is harsh there are few tools but these farmers now have better access to water thanks to an installation of a pump funded by the EU. They built a canal to draw water from the river to their fields.

Other benefits for both are shelters to protect the grain from pests and bad weather. For refugees like Kaltouma and Germaine the EU's infusion of three millions euros has been a life-line to hope and a better future.
