“There are no guarantees that this new push for peace will succeed. However we can be sure that if it fails the consequences will be grave. We can also be sure that, however determined I am personally to this challenging assignment, this new push for peace will not succeed by the efforts of one person, one brigade, or any other action taken in isolation. No, this will require an all-out concerted series of actions that are both serious and sustained, at the national, regional and international level. It will require doing things differently, doing them better, and not stopping until the job is finished.”

The United Nations (UN) Special Envoy for Africa’s Great Lakes Region, Mary Robinson, told the Security Council today (6 May) that the Democratic Republic of the Congo (DRC) was facing “a moment of renewed opportunity,” as there is now a chance to resolve the underlying causes of conflict “and to stop it for good.”
In March, the Council authorized the deployment of an intervention brigade within the UN Stabilization Mission in the DRC (MONUSCO) to carry out targeted offensive operations, with or without the Congolese national army, against armed groups that threaten peace in eastern DRC.
Robinson stressed that it was important that the people of the eastern DRC, and the Great Lakes region “feel there is a peace dividend to enjoy.” She added that “there is room for further regional economic cooperation provided that trust is restored between the DRC and its neighbours.”
The Special Envoy made clear “there are no guarantees that this new push for peace will succeed.”
However, she said, “We can be sure that if it fails the consequences will be grave.”
Robinson called for “an all-out concerted series of actions that are both serious and sustained, at the national, regional and international level” and underlined that success will require “doing things differently, doing them better, and not stopping until the job is finished.”
Eleven African countries – Angola, Burundi, Central African Republic, Congo, the Republic of Congo, Rwanda, South Africa, South Sudan, Uganda and Tanzania – signed the Peace, Security and Cooperation Framework for the Democratic Republic of the Congo and the Region.
By doing so, they agreed to preserve and protect the territorial sovereignty, as well as the peace and stability, of the Democratic Republic of the Congo.
The UN, the African Union, the 11-country International Conference on the Great Lakes Region, and the 14-member Southern African Development Community (SADC) act as guarantors. The Special Envoy was appointed with the goal of supporting the Framework's implementation.
