“Let there be no illusion, there are those who wish to undermine the transition. Sabotage attacks on electricity lines have increased, causing misery and anger throughout the country. Families are being plunged into darkness and unbearable heat. I have witnessed people’s resulting frustration, exhaustion and increasing anger. Last week, I spoke to many people in the city of Hudaydah, which has seen frequent protests in recent months. Here and in many parts of the country, patience is wearing thin. Attacks on oil and gas pipelines also continue. The interruption of Yemen’s energy exports and constant repairs to its electricity lines is costing Yemen hundreds of millions of dollars. And while the perpetrators of the sabotage are said to be known, impunity prevails. The people of Yemen are demanding justice. Those responsible for these crimes must be brought to account.”

“Yemen has come a long way on the path to a political settlement based on the Gulf Initiative and its implementation mechanisms, as well as Security Council resolutions 2014 and 2051. The National Dialogue Conference launched on the 18 of March 2013 represents the corner stone in the settlement and the only way to deal with all the different and important issues to shape the new Yemen.”

With the second round of the Yemen’s national dialogue under way, the political transition in the country is largely on course, a senior United Nations official told the Security Council today (11 June), urging continued cooperation and coordination among political parties, the Government and the donor community.

Special Adviser Jamal Benomar, presenting Secretary-General Ban Ki-moon’s latest report, told the 15-member Council “there should be no doubt that the only peaceful route to progress of any kind is through open dialogue and importantly, addressing the legacy of the past.”

Benomar noted that the government “has yet to meet its obligation to establish a Commission of Inquiry into the events of 2011 or to adopt a law of transitional justice.”

He said “only with critical steps like these can Yemenis ensure a path to national reconciliation and embrace a new Yemen.”

The second round of the UN-backed National Dialogue Conference includes 565 delegates representing a cross-section of Yemeni society.

Just back from the capital, Sana’a, Benomar said there should be “no illusion” as “there are those who wish to undermine the transition.”

He told the Council that repeated acts of sabotage attacks on electricity lines and other infrastructure are “causing misery and anger throughout the country”

He said that “while the perpetrators of the sabotage are said to be known, impunity prevails.”

Ambassador Jamal Abdullah al-Sallal of Yemen told the Council “Yemen has come a long way on the path to a political settlement based on the Gulf Initiative and its implementation mechanisms, as well as Security Council resolutions 2014 and 2051.”

He said “the National Dialogue Conference launched on the 18 of March 2013 represents the corner stone in the settlement and the only way to deal with all the different and important issues to shape the new Yemen.”

The ongoing conference will feed into a constitution-making process and pave the way for general elections in 2014. Preparations for the electoral process are underway, including steps to create a new biometric voter registry, with registration due to begin in September.

The UN has been providing support in Yemen's transition in four key areas: political facilitation; technical support; capacity-building; and a public information and awareness campaign.

Two Commissions have been established to address the unlawful or illegitimate seizure of property and unjust dismissal from military and civil service, but without additional resources for the Commissions and further confidence-building measures by the Government.
