“The government has continued its relentless campaign of air bombardment and artillery shelling across the country. We have documented unlawful attacks in twelve of the forty governorates in Syria. Shelling has been particularly intense in the cities of Damascus, Homs and Aleppo and as well as their countryside’s. Cluster ammunitions continue to be dropped on civilian areas, notably in Idlib governorate.”

“Survivors of an attack on a school in Urum al-Kubra the Aleppo countryside on 26 August detail an incendiary bomb being dropped from a government fighter jet in the ensuing blaze eight students died immediately; fifty others between fourteen and seventeen years old suffered horrific burns over up to 80 percent of their bodies. Many are not expected to survive; there is no evidence of any opposition or rebel fighters or lawful targets near the school.”

“Children make up a large proportion of civilian casualties. They have been arbitrarily arrested and tortured. Children have been unlawfully detained in cells with adult detainees.”

“Attacks on hospitals have occurred as recently as 12 September when government planes attacked a field hospital near Aleppo city reportedly killing eleven people and wounding dozens more.”

A UN panel investigation into human rights abuses in Syria, says the deliberate targeting of hospitals, medical personnel and ambulances, denial of access to medical care, and ill-treatment of the sick and wounded, are the most alarming features of the Syrian conflict.
Addressing the UN Human Rights Council, the Chairman of the Commission of Inquiry into Syria, Paulo Pinheiro says government forces and affiliated militias were denying medical care to those from opposition-controlled areas as a matter of policy.
“Attacks on hospitals have occurred as recently as 12 September, when Government planes attacked a field hospital near Aleppo city, reportedly killing 11 people, and wounding dozens more.” said Pinheiro.
Pinheiro also confirmed that the Commission was conducting its own independent investigations to establish who was to blame for the August 21 chemical attack in Damascus. “The Commission, while awaiting the report of the United Nations Mission to Investigate Allegations of the Use of Chemical Weapons, is continuing its investigations regarding the perpetrator of the attacks and will report to this Council according to our mandate.”
