“The High commissioner and myself on previous occasions when briefing Security Council were asking for the referral of situation in Syria to the International Criminal Court. However this is not the only thing we would like to see in this resolution. What we are afraid is that now the discussion is focused only on chemical weapons however we all know that over one hundred thousand victims were victims of conventional weapons. we are concerned by influx of both foreign troops as well as weapons into the country leading to escalation of number of victims and human rights suffering.”

“Particularly striking is targeting, deliberate targeting of medical facilities and this is something that I sincerely hope that should be addressed as well. It is well documented and I also believe that this, we can call it a positive momentum when we do have willingness to be submitted to some sort of inspections dealing with chemical weapons disarmament can be used for other forms of human rights monitoring.”

“What we would also like is that finally both sides in Syria start with a dialogue. We are missing in Syria dialogue on humanitarian issues. Dialogue on ways how to prevent humanitarian suffering; how to protect population; how to ensure access of relief and its providers; but also how to avoid targeting medical facilities, how to resolve issue of missing persons.”

The United Nations (UN) human rights office said they have been asking for the referral of the situation in Syria to the International Criminal Court (ICC), but they also want the resolution on Syria to focus not only on chemical weapons, but the over 100,000 victims of conventional weapons.
Briefing the press today (18 Sept)on the Vienna +20 Human Rights achievements, Assistant Secretary-General for Human Rights Ivan Simonovic said suggested that the planned inspections to deal with chemical weapons disarmament in Syria could also be used “for other forms of human rights monitoring.”
He also said that what was missing in Syria was a dialogue on humanitarian issues: “dialogue on ways how to prevent humanitarian suffering; how to protect population; how to ensure access of relief and its providers; but also how to avoid targeting medical facilities, how to resolve issue of missing persons.”
