Storyline

The United Nations (UN) Security Council today (27 Jan) adopted unanimously its first standalone Resolution tackling terrorists kidnapping for ransom. It calls on all Member States to prevent terrorists from benefiting directly or indirectly from ransom payments.

Speaking to reporters outside the Security Council, the British Ambassador Mark Lyall Grant said “action today by the Security Council illustrates the international community’s commitment to tackling kidnapping ransom, which has become the most significant terrorist financing challenge and remains a terrible threat to national of all countries.

He noted “while numbers vary, we estimate that in the last three and a half years Al Qaida-affiliated and other Islamist extremist groups have collected at least 105 million US Dollars”.

Grant added that this Resolution made clear the Security Council’s unity and commitment to addressing this ever growing threat and to breaking the vicious cycle of ransom payments strengthening terrorist groups and leading to further kidnapping.

He stressed “for the first time the Council calls on Member States to work with the private sector to respond to terrorist kidnappings without paying ransoms. This is an important step that we hope will provide the strong bases for further concrete measures in preventing ransom payments”.

He noted that the payment of such ransoms enables terrorists to increase recruitment, strengthens their ability to organise and carry out terrorist attacks, and provides an incentive for future kidnaps.

Finally, Grant underlined that the purpose of this Security Council’s Resolution “is to send a very clear signal that the international community is united that we will not accept that terrorists can raise money for their purposes by kidnapping innocent hostages. That is purpose of this and it is sending a very powerful signal today.”

The Resolution also called all Member States to co-operate and engage in dialogue with all relevant UN counter-terrorism bodies to improve their capacities to counter the financing of terrorism, including from ransoms.
