So, we’ve got to try and understand this matter of this illicit capital outflows out of the content, both from the point of view of we, the exporting continent, and then the receiving countries so that our recommendations will have to address both ends of this.”

The former President of South Africa and Chair of the High Level Panel (HLP) on Illicit Financial Flows (IFFs) from Africa,, Thabo Mbeki, today (6 Feb) said Africa is losing “at least 50 billion dollars” through illicit outflows, an amount larger than the overseas development assistance that the continent receives.

Mbeki said that “this is capital which is generated within the continent, belongs within the continent, but then leaves by these illicit means.”

He noted that this capital ends up in “developed countries as well as the tax havens.”

Two thirds of this illicit outflows, Mbeki said, “originate from the activities of the multinational corporations” while approximately 30 percent comes from “straight forward criminal activity,” including narcotics and human trafficking. The remainder comes from “officials who receive bribes or acquire or steal state money and so on and export it.”

The HLP on IFF from Africa, established by the Economic Commission for Africa (ECA) and the African Union (AU) was inaugurated in February 2012 to address the debilitating problem of IFFs from Africa. The Panel is chaired by Mbeki and composed of nine other distinguished personalities from within and outside Africa.
