The Special Representative and Head of the United Nations Integrated Peacebuilding Office in Guinea-Bissau, José Manuel Ramos-Horta, told the Security Council today (26 Feb) that the election of Domingo Simões Pereira’s as president of one of Guinea Bissau’s mail political parties “offers real hope for a new generation of leaders who emerged and offer required changes for the country.”
Ramos-Horta said Pereira’s election earlier this month “has generated a very positive mood across the nation” although he still faces “a challenge to unite the party.”
The Special Representative urged all stakeholders “to play their part in insuring a meaningful election in a climate of peace and security” during the polls, to be held next month.
He said that “citizens must be able to fully exercise all their rights, including the right to freedom of expression and assembly. At the same all political parties and their supporters must play their part in ensuring a climate of peace and security.”
Outside the Council, Ambassador Rita Kazragienė of Lithuania, which holds the Council presidency this month, said that “the normalization of the political, security, social and economic situation in Guinea Bissau is dependent on the return to constitutional order” through credible elections.”
Reading a Security Council press statement, she called for “reforms in the defence, security and justice sectors, the promotion of the rule of law, the protection of human rights, the promotion of socio-economic development and improvements in the humanitarian situation and the fight against impunity and drug trafficking.”
The Council statement also noted that the conclusion of the voter registration process is a significant step towards the holding of presidential and legislative elections, and welcomed the efforts of the authorities in charge of the transitional period for its completion, and commend the people of Guinea Bissau for their commitment to exercise their democratic right in a peaceful manner.
It encouraged all national stakeholders to maintain the momentum begun with the registration process and to work toward timely elections and to renew their commitment to ensuring a conducive environment in the final weeks before the elections.
