The Council first voted on an amendment to a resolution on non-proliferation and outer space introduced by Japan and the United States. The amendment received 7 votes in favour, one abstention and 7 votes against. The amendment was not adopted having failed to obtain the required number of votes. The Council then voted on a resolution calling on all nations "to refrain from actions contrary to that objective and to the relevant existing treaties in the interest of maintaining international peace and security and promoting international cooperation". The resolution received 13 votes in favour, one abstention and one vote against (Russian Federation). The resolution was not adopted due to a veto by the Russian Federation.
