Valentine Rugwabiza, Permanent Representative of the Republic of Rwanda to the United Nations, addresses the General Assembly on the designation of 7 April as International Day of Reflection on the 1994 Genocide against the Tutsi in Rwanda, amending the title of the annual observance.
