Storyline

The UN Security Council adopted today a resolution under Chapter 7 imposing an arms embargo on Houthi rebels in Yemen.

The Council demanded that the rebel group withdraw its forces from all the areas they have seized and called on all parties in Yemen to return to the negotiations table.

Jordanian Ambassador Dina Kawar, who presides over the Council for the month of April said, “The adoption of this resolution by the Council under Chapter 7 sends a strong and unequivocal message to the Huthis, their supporters, and all those who are attempting to jeopardize the security and stability of Yemen, to which all parties should listen attentively and seriously.”

The resolution received the support all the members of the Council, except for a Russian abstention.

Russia’s Ambassador, Vitaly Churkin said his delegation wanted the resolution to call for an immediate ceasefire.

He added, “There is inappropriate reference given the situation in Yemen to the sanctions aspect in the resolution, we insisted that the arms embargo needs to be comprehensive. It’s well known that Yemen is awash in weapons.”

In addition to the arms embargo on Huthi rebels, the resolution added major rebel figures Abdulmalik Al-Houthi and Ahmed Ali Saleh, the son of Yemen’s former President, to the UN sanctions list and put an immediate freeze of their assets.

Yemeni Ambassador, Khaled Alyemany said, “The exit strategy for the situation in Yemen is through dialogue, only through dialogue, and a departure from the logic of bullying and rebelling against the constitutional legitimacy.”

Alyemany said the people of Yemen will never forget the solid stance taken by the gulf countries to protect the constitutional legitimacy in Yemen. Speaking of the military operation led by Saudi Arabia, Alyemany said, “The response of our brothers in the Gulf Cooperation Council lead by the Kingdom of Saudi Arabia was up to its historic responsibility and common fate. It was a frim response to protect the constitutional legitimacy and refuse the Iranian intervention in the internal affairs of Yemen through its local agents. The rebels did not give any consideration to the geo-political history, nor the blood ties or the social and cultural connections of the region.”

Abdallah Al-Mouallimi, Permanent Representative of Saudi Arabia said this resolution is a clear message of endorsement to the operation undertaken by the GCC countries inYemen. He added, “It is a clear endorsement of the objectives, and of the scope, and of the methods of this operation.”

Responding to a question on if he felt this was a victory for Saudi diplomacy, Al-Mouallimi said, “I consider it a victory for the Yemeni people before anything. We are servants to the people of our countries, to the people of the GCC, and to the brotherly people of Yemen, and we work for their will and with their guidance.”
