Storyline

Following their recent visit to the region, Security Council members today (31 Marc) adopted a resolution strongly condemning “all terrorist attacks, violations of international humanitarian law and abuses of human rights by Boko Haram and ISIL” in the Lake Chad Basin region.

The resolution, adopted unanimously, reiterates the Council’s call on Member States to move vigorously and decisively to cut the flows of funds and other financial assets and economic resources to individuals, groups, undertakings and entities on the ISIL, and AI-Qaida Sanctions List, including Boko Haram.

Nigerian representative, Anthony Bosah, told the Council that “despite the enormous challenges occasioned by the terrorist activities of Boko Haram, the government of Nigeria remains resolute to defeating terrorism in all its ramifications.”

For his part, Cameroon’s Ambassador, Michel Tommo Monthe, told the Council that today’s resolution “is a major milestone and also a huge step change in mobilizing the international community to support and accompany the countries of the sub-region in their arduous task of combatting this terrorist sect.”

Speaking to reporters after the session, Council President Matthew Rycroft of the United Kingdom said “we must all act now if famine is to be avoided” in the region.

Rycroft said the resolution “supports the regional governments to lead a comprehensive and effective response to the crisis.”

He said “that means addressing the root causes of the crisis by addressing economic inequalities, countering violent extremism, and empowering women.”

Asked about the difficulties the Nigerian Government faces in combating Boko Haram, Rycroft said “many members of the international community do provide support to the governments of the region in tackling Boko Haram. There is the multinational joint task force, but there are bilateral relationships is place as well. And I think the international community is well aware of the need to tackle terrorism in all its forms including the scourge that is Boko Haram.”

Earlier this month, Council members visited Nigeria, Cameroon, Chad and Niger, to see the first-hand the effects of the crisis in the Lake Chad Basin.
