Storyline

The United Nations Security Council voted today to terminate its peacekeeping mission in Haiti and to replace it with a “follow-on” peacekeeping mission with the focus on strengthening rule of law and police capacity in the Caribbean nation.

With all fifteen votes in favour, the Security Council passed the resolution 2350, which extends the mandate of the UN peacekeeping mission in Haiti (MINUSTAH) for the final six-month period during which the military component of the mission should completely withdraw from the country.
The resolution also establishes a “follow-on” United Nations Mission for Justice Support in Haiti (MINUJUSTH), composed of up to seven Formed Police Units (FPUs) and 295 Individual Police Officers (lPOs), for an initial period of six months from 16 October 2017 until 15 April 2018.

The task of the MINUJUSTH will be, according to Alexis Lamek, Deputy Permanent Representative of France to the United Nations “to consolidate the advances already made, by making the Haitian police an autonomous actor and also to bring in new areas; rule of law, fighting impunity, increasing the professionalism and independence of judiciary.”
The United Nations Stabilization Mission in Haiti (MINUSTAH) was established in 2004.

The US Ambassador Nikki Haley said that “while this is seen as a success, unfortunately, it is a nightmare for many in Haiti who will never be able to forget and live with brutal scars. Haley called upon Council members to hold peacekeeping troops in Haiti and elsewhere accountable for its actions.

Speaking on behalf three troop contributing countries to MINUSTAH – Chile, Guatemala and Brazil, the Permanent Representative of Brazil to the United Nations Mauro Vieira said that the paragraph 18 of the resolution which highlights the importance of addressing the issues of undeclared national caveats, lack of effective command and control, refusal to obey orders, failure to respond to attacks on civilians, and inadequate equipment “is unnecessary in the current resolution and does not reflect the reality on the ground and the high-level performance of MINUSTAH's troops.”
