“As of now no one is really in detention although the governor has mentioned that a number of people were arrested; but our findings is that those who were arrested, cattle keepers, were only arrested because they were in possession of illegal arms. “I heard a lot of people who have a lot of concerns about their security, who doesn’t really trust the armed forces. I think they are more confident with the NSS (National Security Services) and they are looking for; there is a lot of need in terms of humanitarian and it is another challenge for the humanitarian actors.”

“So it’s important to make sure that those who have committed those killings are going to be held accountable. So, we will do the follow-up here in Wau but also in Juba so that even what the Governor and even the Government is saying is going to be implemented properly.”

The United Nations Mission in South Sudan’s (UNMISS) Human Rights Director Eugene Nindorera said the issue of impunity is one of the key challenges in in the country.
The Director had recently concluded a five-day visit to Wau to following a flare up of violence which left 19 solider and 28 civilians dead. Nindorera said no one has been arrested for these killing which occurred between the tenth and the seventeenth of April. He said his office found that those arrested were cattle keepers and were “only arrested because they were in possession of illegal arms.” He stressed the importance of making “sure that those who have been involved are going to be held accountable.”
UNMISS said the violence Wau in recent times has been linked to the armed forces in the area. This continual outbreak of fighting has created an atmosphere of fear with residents of the area, even more so after the door-to-door ethnic targeted killings of 10th April. Nindorera said many people were concerned for their security and don’t “really trust the armed forces.”
According to UNMISS, over 41,000 people are taking shelter in its protection of civilians site in Wau. The Director said his team had interviewed 43 persons since the fighting occurred. The main issued raised with persons interviewed was accountability. He said that accountability is important if people are to move on with their lives. He said his team would “follow-up here in Wau but also in Juba so that even what the Governor and even the Government is saying is going to be implemented properly.”
