United Nations Secretary-General Ban Ki-moon today (19 Sept) kicked off a counter-terrorism forum with a call for strengthening the collective resolve to defeat a menace that affects all nations and to build a safer world for all.

Ban highlighted the resolve shown by countries five years ago in adopting the UN Global Counter-Terrorism Strategy, while also stressing the need to reinvigorate efforts to conclude the Comprehensive Convention against Terrorism.

The strategy, he noted, recognizes that terrorism cannot be combated only through security-related or law enforcement means. “Effective counter-terrorism requires a combination of social, educational, economic and political tools that target those factors that make the terrorist option appear attractive,” he said.

The Secretary-General also announced that the world body had signed an agreement with Saudi Arabia on the creation of a UN Centre for Counter Terrorism (UNCCT).

Saudi Arabia will contribute $10 million over the next three years to set up the centre, which will be based in New York and support the implementation of the strategy, as well as foster international cooperation, strengthen individual countries’ capacity-building efforts and build up a database of best practices to counter terrorism.

Ban stressed that the organization was “placing a growing emphasis on supporting regional and sub-regional efforts,” and he also welcomed U.S. President Barack Obama’s Global Counter-Terrorism Forum to be launched on Thursday (22 September).

Indonesia’s Foreign Minister Marty Natalegawa stressed that much more needed to be done because the threat of terrorism was still mounting.

“Terrorists can strike anywhere and anytime and the global nature of this challenge has not changed,” he told delegates, adding that efforts to combat terrorism were growing more complex and more difficult.

United States (US) Attorney General Eric Holder said that the US is firmly committed to the rule of law by strengthening the capacity of civilian courts around the world which had, “time and again shown their effectiveness at bringing terrorists to justice.”

Holder noted that in strengthening that international framework and in winning that fight, “every country represented in the meeting had an essential role to play as a partner, as a convener and as a direct provider of assistance, intelligence and expertise for those seeking to prevent terrorism from occurring.”

Egypt’s Foreign Minister Mohamed Kamel Amr said that terrorism could not be defeated by military force alone and that all means should be “at our disposal in the removal of the root causes of terrorism in addition to the necessary legislative and security measures.”

He also said that the government of Egypt strongly condemned any attempt of linking terrorism to any religion, culture or ethnic group.

United Kingdom’s Home Secretary Therese May said that the ideology of terrorism was more persistent that anyone group and that the international community must do more to defeat that ideology.
