Briefing the Security Council via videolink from Geneva today, the UN Envoy for Syria urged “the parties, the Astana guarantors, and those who have influence on the parties” to assure access to “more than 4.5 million people in need in areas hard-to-reach and besieged.”

United Nations Special Envoy for Syria Staffan de Mistura briefed the Security Council members after conclusion of the sixt round of the Intra-Syrian talks between the Syrian government representatives and the representatives of the opposition parties.

De Mistura said “there are of course major gaps still” and added that “we had also seen a deepening of the process across the baskets and a greater understanding of what is required if the parties are to succeed in negotiating a framework for a transitional political agreement.”

The Intra-Syrian talks a focused on four “baskets” - political transition, free and fair elections, a new constitution and counter-terrorism measures.

On the current security situation in Syria, the Special Envoy reported that “despite the nationwide ceasefire which was announced last December, and the de-escalation zones that now have being created to deepen the effort, we have received reports of on-going hostilities and even bombardment, between the government and armed opposition groups, in a few areas, such as Hama, Homs, and Damascus.”

De Mistura cited Syrian government’s “significant advances against Daesh” but also expressed a “great concern” about activities of designated terrorist groups in Syria.

He condemned “in particular the ISIL attack on civilians in rural Salamiya last week on a very important and small community which has been there for hundreds and hundreds of years.”

The UN Special Envoy urged “the parties, the Astana guarantors, and those who have influence on the parties, to take immediate steps to ensure rapid, safe and unhindered humanitarian access to the more than 4.5 million people in need in areas hard-to-reach and besieged.”

Next, seventh round of Intra-Syrian talks are scheduled to take place in Swiss city sometime in June this year.
