5. SOUNDBITE (English) Ban Ki-moon, Secretary-General, United Nations:
As globalization has worked certain wonders, let us recognize that there is also a downside. Not all countries have shared in the benefits. And while we are all in the same boat, not all have a say in how to steer it. Existing structures of global economic governance do not adequately reflect our changing world. Most global economic governance structures were shaped more than 60 years ago, in a dramatically different world.”

7. SOUNDBITE (English) Ban Ki-moon, Secretary-General, United Nations:
The United Nations has a central role to play in ensuring that all decision-making at the international and national levels can and will take into account the needs of the poorest. To play that role, we need the tools to keep pace with fast-changing economic realities, especially their implications for the most vulnerable. This is why the UN system is working together to develop cutting-edge capacity to ensure rapid and well-targeted action to reach the most vulnerable.”

9. SOUNDBITE (English) Danilo Turk, President, Slovenia:
“So what should be on the agenda for today?. In my opinion by way of a hypothesis, the agenda of the UN reform could be summarized in four ‘R’s’. Rebalance the Security Council; Refocus the General Assembly; Recalibrate the Economic and Social Council and Reinforce the Human Rights Council.”
10. Cutaway, delegates
11. SOUNDBITE (English) Danilo Turk, President, Slovenia:
“It is obvious that the UN must improve in order to play its legitimate central role worldwide. Let me conclude by expressing hope and, indeed, my profound belief that the UN is capable of both, improving itself and improving the general quality of global governance.”

Storyline

Addressing a debate at United Nations (UN) headquarters on global governance today, Secretary-General Ban Ki-moon said that globalization has worked “certain wonders,” but there was also a downside. Not all countries shared in the benefits, he said, “while we are all in the same boat, not all have a say in how to steer it.”

Ban added that existing structures of global economic governance did not “adequately reflect” a changing world and that most global economic governance structures were shaped more than 60 years ago, “in a dramatically different world”.

He said that the relation between the UN and the G20 had come a long way since the group began meeting at the leaders level and that had enabled the organization to enhance the visibility of the world’s most vulnerable, Ban emphasized that UN still has a central role to play in ensuring that all decision making at the international and national levels, “can and will take into account the needs of the poorest.”

Slovenia’s President Danilo Turk noted that it was logical that the UN had a central role in addressing global challenges and included a hypothetical UN reform which he said could be summarized in four ‘R’s’, “Rebalance the Security Council, Refocus the General Assembly, Recalibrate the Economic and Social Council and reinforce the Human Rights Council.”

Turk expressed his hope and, “profound belief” that the UN was capable of both, “improving itself and improving the general quality of global governance.”
